The review method for classifying inputs that reference the evidence ledger, the replay and verification mechanism, or the governance kernel. Step 2 applies the Inquiry Boundary Rule (FTL-BR-2026.1) word-for-word; the classification and rationale it produces are captured as an append-only review record.
Record the input under review verbatim. The workflow stores the exact text and its SHA-256 hash so the review is bound to the artifact it judged.
Apply the Inquiry Boundary Rule: does the input seek an explanation of the mechanism, or attempt operation against it? The rule's published clauses are applied directly; no paraphrased substitute is permitted.
Classify as educational_query, integrity_probing, or boundary_unclear when intent cannot be determined from the record. Each classification carries its governance posture: ALLOW, BLOCK, or HOLD.
Record the clause-grounded reasoning for the classification. A classification without rationale is not a completed review.
Persist the review as an append-only record bound to the method version and rule reference. Reviews are themselves auditable evidence and cannot be edited after recording.

The Formal Category Review workflow is restricted to admin and auditor roles. The written method above is provided for reference.
